Bug Description
Hi,
the aa-tools (logprof) do not function until /etc/apparmor/
System was Ubuntu 16.04.1 LTS, apparmor version from launchpad.

This affects tests (once we test aa-logprof itsself - testing aa.py etc. is not affected) and people who want to run aa-logprof from the sources without installing severity.db first
