Bug Description

i propose to add custom storms, i know that there are many people asking for ion storms but i think this could be enhanched a bit, it would be good if there can be a part of the ini where modders can create ion storms, rain, sandstorms, somekind of alien storm,night,fog,eclipses,vulcano eruption, etc.

##### STEPS TO REPRODUCE #####
it should be like

storms list

stormfrequency=123
stormduration=123
randomthunder=yes
thunderanim=ion (where modder creates an ion anim shp)
vehiclesmove=0
handicap in moving from 1 to 0 being 0 that it doesnt affects if it is even a bit more than zero, vehicles would just dont move but if it is exactly zero, hover vehicles would shut down

infantrymove=1
infantry wouldnt be affected

aircraftmove=0
from 0.1 and more it would just make aircraft move slowlier,0 would make aircraft to fall down and all aircraft unable to move)

jambuildings=yes

infantrysight=
vehiclesight=
aircraftsight=

infantryarmor=
vehiclearmor=
aircraftarmor=

it should let the modder to put a number above 1 so a "storm" would be beneficial,not so many cases but for example maybe some kind of magic rain or more realistic, a rain in a desert that has a low frequency but would give more armor to infantry

Something like this may already be accomplishable by making the strike frequency very high, setting the cloud images to none and the strike images to dust clouds or whatever. But it wouldn't affect sight/armor/speed, just look pretty.
A little more control would be better, overall, perhaps having warheads affect speed/armor and attaching them to the animation rather than hard-coding these effects to take place, with sight being hard-coded to happen, via the value entered. defaulting to 1.0

sorry renegade i didnt mean to spam the tracker if you can see above i made this request in the category "Rewrite Request" so i hoped it would rewrited it, but it didnt anyways sorry
btw i was thinking more like a trailer (if you were talking about the sandstorm or the rain) some kind of sequence of raindrops or flying sand, also it would need more tags sorry xP (and some tags i forgot to write above)

ambientcolor=0,0,0 (meaning R,B,G) (i believe for ion cannon a yellow ambient color would be needed i dont know what combination is yellow sorry xP

also it would be good if there would be a superweapon that call storms, not like the allied storm but a storm that affects all except the ones inmunes to that storm, well just another idea

seeing as this has made it to round four, I'd like the suggest that any tags which modify units, rather than be infantrysight=, instead be ionsight= or something similar and applied on a unit-by-unit basis.

This would mean that some units could benefit from your storm while others are catastrophically affected (Scrin aircraft vs. GDI aircraft, as a simple instance).

That, and deglobalising tags is a good and noble thing to do.
