INI section templates don't work inside main rulesmd.ini file

As discussed in depth in issue bug:940, INI section templates, as implemented by pd, do not work in the main file rulesmd.ini. To get these section templates to work at all, they must be part of a separate .ini file that is parsed through the main rulesmd.ini's [#include] section.

While not an urgent problem (as it has a workaround), it does kind of look bad for the feature not to work in the main rulesmd.ini file, so this ought to be fixed before this feature makes it into a public release.
