Problem with custom foundations and shrouded area

Bug Description

A custom foundation building cannot be placed if one of its unused cells within the rectangle is located in a shrouded area. Although the foundation is correctly painted in green color, it is impossible to place the building.

Add
Foundation = Custom
Foundation.X = 4
Foundation.Y = 4
Foundation.0 = 0,0
Foundation.1 = 1,0
Foundation.2 = 2,0
Foundation.3 = 3,0
Foundation.4 = 0,1
Foundation.5 = 1,1
Foundation.6 = 2,1
Foundation.7 = 3,1
Foundation.8 = 1,2
Foundation.9 = 2,2
Foundation.10 = 1,3
Foundation.11 = 2,3

to [NANRCT] in artmd.ini and try to place the building as shown in the screenshot.

I did. No change. I used the outline generated by the custum foundation generator.

this may be a stupid question but you are using outline and nonoutline in the same time(same code, [NANRCT]), right?
