Undeployable builldings are excluded from the winning condition in a non-short game

Bug Description

Undeployable builldings used to be considered vehicles that are excluded from the winning condition in a short game. However such a building is still excluded from the winning condition in a non-short game, unless it is the third building in [AI]\BuildRefinery=.

##### STEPS TO REPRODUCE #####
1. Add these codes in rules:
[LTNK]
DeploysInto=GAPILL

[GAPILL]
UndeploysInto=LTNK

2. Start a new non-short game with YuriCountry, destroy all your units with a Lasher, then deploy it --> the Pillbox explodes, "you have lost".

3. Start a new non-short game with YuriCountry, build a Slave Miner, undeploy it, destroy any other unit with it, then re-deploy it --> you won't be defeated.

Sorry, but IMO a base defense isn't a building.

However I'll check if other buildings do the same. Ore Purif, for example.

Well, I still suspect that only BaseNormal buldings are checked in Short Game. Haven't checked yet.

I know why MO's non-short game sometimes enemy's ConYard explode in the late game.
