Method for adding custom Bandit plugins (https://github.com/openstack/bandit#extending-bandit) requires modification to Bandit source or library paths.

Can we support loading of custom plugins from other locations?

Since we use stevedore I thought this was possible already ..... but I don't think anyone has tried to do it, so we need to figure this out and provide an example.

This is already possible. We just need better documentation of how to do it. See http://flake8.pycqa.org/en/latest/plugin-development/registering-plugins.html for example code we can provide to users (once we modify it of course)
