Bug Description
Currently, the bagpipe driver depends on networking_
This has to be cleaned up so that the bagpipe driver can work on its own.

The current plan is to merge bagpipe-bgp (currently on github) with networking-
This will reduce the complexity of the dependencies.
I think we can close this bug once this change is made.
