Bug Description
Implement a facility to increase the version number in the release script.
The script should freely update alpha, beta, and candidate releases. However,
when a real release is made (without `a`, `b`, `c`), the script should ask if
it should increase the minor version. If the user answers with `y`, it should
increase the minor version by one, and also append an alpha (`a`) specifier.
