Respect Launchpad's duplicate bug feature

Bug Description
If a bug is marked as a duplicate in Launchpad, it disappears from the
milestone, and it becomes more or less invisible. Running `bsync sync` however
will create a new duplicate bug, because bsync can't see bugs that are marked
as duplicates.
Users of bsync therefore have to change the status of duplicate bugs to
"invalid", and can't use the duplicate feature at all.
Therefore implement functionality so that Bug Repo Syncer respects Launchpad's
way to mark bugs as duplicates.
