Edit layer styles in the UI

Bug Description

It can be very useful for some type of drawing (mainly technical drawings) to keep object's styles undefined and have the styles taken form the layer itself. It is possible in SVG to do that but Inkscape's UI does not currently allow you to apply style to a layer without using the XML editor.

My suggestion is to make layers selectable and their style editable by using a key binding: Holding the CTRL key while selecting a layer in the layer dialog should select its node and make it possible to edit its fill and stroke and apply layer-level filters.

Bug 512834 is only about effects /extensions.
Imho this report is a duplicate of Bug 511592.
