change hour format to system hour format

Bug Description

The 12 hour format is not very common outside the US, or at least the majority of countries uses 24 hour. The greeter shows the time in 12 hour, instead of the systems predefined format. Maybe I'm missing the place where this can be changed but I not finding a way to do it.

e.g. Russia tends to use 12-hour and I don't have stats per country, but anyway it should adapt to locale and I'm pretty sure there's already a bug for that.

I'm not sure if the following is part of the bug, but the problem is that the time is in 12-hour format but without AM/PM, so there's no way at all to tell if it's 6:00 AM or 6:00 PM (18:00).

My locale is set to Esperanto, which by default uses 24-hour format.

Check the translations page for your language. The format string is translated somewhere in there.

I think I just got the update (r 71) and it still displays the 12 hour format.
Do I need to change anything in dconf or anywhere else?

I found that in the Portuguese (pt-pt) translation page, this is set to be in 12 hour format.
So, it doesn't adjust to the system defined format? It relies on the translation?

I suggested a translation using the 24 hour, but there's no guarantee that my translation will be adopted, it probably will not, because a translation is already in use.

I'm sorry for the insistence, I just keep coming back here because its pretty weird to have my greeter screen showing me a "non-sense" time (try picturing anyone from the US having their greeter screen showing 18.00 instead of 6:01 PM). Pretty annoying for a control freak like me :P
