Inkscape fails to open URL from the command line

Bug Description

Following Bug #1022719.

Opening an URI with the command line leads to the following error message:

C:\Program Files\Inkscape>inkscape.com http://wiki.inkscape.org/wiki/images/6_Powerstroke.svg

** (inkscape.exe:3488): CRITICAL **: Inkscape::XML::Document* sp_repr_read_file(const gchar*, const gchar*): assertion `Inkscape::IO::file_test( filename, G_FILE_TEST_EXISTS )' failed

Reproduced on Windows XP, Inkscape trunk revision 11562, 0.48, 0.47, 0.46 and 0.45.1.
Not reproduced (from comments in Bug #1022719) on Gnu/Linux and OSX systems.
