Bug Description
Evergreen 2.3+
1. Load a long selection list
2. click on the title of a LI at the bottom of the list
3. click Return to go back to the list
4. click on same title again
5. scroll-bar on info page (li attributes, MARC record) is now at the bottom, matching the scroll of the previous page.
This patch causes the Info page to scroll back to the top.

This patch is working in 2.3.0 for selection lists and purchase orders; however, the scroll still follows the lineitem table scroll when you are looking at line item search results.
