maas-import-pxe-files doesn't try -updates first

Bug Description

maas-import-pxe-files should try to download the netboot installer from <release>-updates before trying <release>. This is particularly important for armhf/highbank, since highbank's installer exists only in precise-updates and not in precise (as it was SRU'd in). But going for -updates first makes sense for i386 and amd64 too.
