change vexpress-tc2 health jobs to use a pre-built image

Bug Description

Currently the vexpress-tc2 health job uses a hwpack/rootfs type deployment. Running lmc for health jobs is a bit of an inefficient use of the labs resources, we should switch to a pre-built image if one is available. It looks like there is a candidate here: http://releases.linaro.org/12.08/ubuntu/vexpress

I'm doing the work to fix all this up. At the time we set this up, 12.08 would not boot with the UEFI we had. Ryan sent me a new UEFI yesterday that *should* enable us to not only boot 12.08 but also Android. If I get time today, I'll fix it, otherwise it will be Tuesday.

All boards updated to latest UEFI. Health check updated to use stock release images. Passes Ubuntu and Android health check. All online Have notified ci and Android that they can start scheduling tests on them.
