Bug Description

We generate a bunch of nice html documentation, but we don't install it locally for users. I'm guessing there's a good debian helper-based way to automatically do this and put it in /usr/share/doc/utah, utah-client, etc. It isn't imperative to have this before UDS, but as we get more people using the system, it would be nice to be able to tell them they can get updated documentation just by installing the package.
