Bug Description
Inkscape 0.48.2 r9819 on Windows 7 x64
To reproduce:
Turn on zoom with mouse scroll (Inkscape Preferences -> Scrolling -> Mouse wheel zooms by default)
Draw a rectangle (or any other object).
Move your cursor so that it is not hovering over the rectangle, and zoom in and out with the scroll wheel.
Move your cursor so that it is hovering over the rectangle, and zoom in and out with the scroll wheel.
Results:
Zooming will be twice as fast when your cursor is hovering over the rectangle.
