Close window keybinding does not work in Keyboard menu

Bug Description

In the keyboard settings menu, most changed keybindings do work. However, if I try to change the keybinding for closing the current window, the setting saves, but it does not take affect. Alt-f4, while not listed as the keybinding anymore, still works for closing windows. This persists through reboots.

Changing the setting does work in dconf-editor under org->gnome->desktop->wm->keybindings. I imagine this is likely some kind of permissions issue with the settings menu.

I believe this bug was fixed when we started using https://launchpad.net/switchboard-plug-keyboard instead of the keyboard plug from G-C-C.
