Don't switch tabs when scrolling horizontally while not hovering over tabs

Bug Description

It gets _really_ annoying when one uses a touchpad with two-finger-scrolling. If I move my fingers slightly to the side while scrolling, e.g. Midori jumps to other tabs. When my curser isn't anywhere near the tabs, scrolling shouldn't affect them.
