utah-client depends on sbsigntool but doesn't seem to use it

Bug Description

This currently prevents utah from installing on ubuntu touch images since there is no sbsigntool there. If sbsigntool is required at some point, it should probably be optional.

binaries from sbsigntool package are used by the static iso validation to validate secure boot enabled 64bit images.

Dmitrijs, what about making it recommends like git is vs completely removing it? That should allow for it to be installed when it exists?

Updated merge proposal to add it to utah instead of utah-client. Recommends is perhaps an option, but we'd prefer not to risk missing it on an install if it's required, and it seems like client shouldn't need it at least.
