cannot select tool and other icons with mouse click

Bug Description

Version 0.48.4 r9939
Windows 7 Dell i7 8GB memory

I used Revo uninstaller to uninstall Inkscape that did not work in hope of fixing problem. Downloaded again from your website. Installed again to directory A:\inscape. Same problem.

Clicking on any word or menu item works. Clicking on any icon in tool box does not work most of the time. If I double click on the tool it brings up a preference box. After I close this box most of the time I can then select to tool. If I do not do this I can some times select the tool after many tries. When I put the cursor over the item I want to select I sometimes get the little highlight box that surrounds the icon but often I do not. After the icon is highlighted and I select it, moving my pointer over another non ghosted icon will not highlight it. If I switch from Inkscape to another running program and come back it works as it should (for the first click).

It is a real pain to use this program

In mouse preference the use pressure sensitive tablet was checked. After attempts finally got it unchecked and restarted program. While not perfect it is better

Sorry to not follow protocol by using these comments. Above mouse preference not correct. If I leave a small version of the preference window open (maybe any window open) and move my cursor over the window (no need to click), the program works ok. At least I can use it now.
