Bug Description
As a follow up to bug 1175724 to enable translations for the UI Toolkit in Launchpad, we now need these translations (which land automatically in the po/ folder) to be built and shipped in the package, so that they are actually used.
Essentially, the toolkit package needs to do this work. Here's an example of how it's done for core apps [1], but for the toolkit package, it might be better to have a rule that does the actual actions in a .pro file
