update-manager says there are updates and then says computer is already up to date

Bug Description
The notification icon on the panel indicates that there are updates. I click "view updates" and after a few seconds, a dialogue box declares the computer to be up to date. The notification icon is still there. I run apt-get update / upgrade in a terminal and updates are installed. The notification icon then disappears. Possibly a duplicate of Bug #35009 but I can't be certain.
