Bug Description

Os: Centos
KVM
1 controller
1 compute
1 cinder
2 nodes with ceph osd (ceph for images only)
Neutron gre + untagged network
All network placed on separate interfaces

Actual state
Deployment pass but volumes do not create - go to error state(from OSTF and from horizon too)
Next error in cinder log
2013-12-05T14:02:07.809075+00:00 emerg: ERROR: Failed to schedule_create_volume: No valid host was found.

Appears on iso 3.2.1-94
