Ubuntu + Neutron error during the installation of openstack

Steps To Reproduce:
1. Download the latest ISO with Fuel Web 4.0: http://srv11-msk.msk.mirantis.net/fuelweb-iso/fuel-4.0-121-2013-12-10_10-57-25.iso
2. Install Fuel Web main node
3. Create 1 environment with the following configuration: 1 controller, Ubuntu, 'install Savanna'
4. Start to deploy this environment

Result:
After Ubuntu is installed the following openstack installation is failed due to Error status of the controller.

On controller-node i found error in puppet log:

Could not find resource 'Package[neutron-ovs-agent]' for relationship from 'File[/etc/init/neutron-plugin-openvswitch-agent.override]' on node node-4.domain.tld
