Bug Description
Currently we have an issue with haproxy_restart exec in controller_ha class. The exec fires crm utility to restart HAProxy resource. But, unfortunately, pacemaker starts stopping of service and starting of it only after 5 minutes after actual CIB of pacemaker is changed. This issue leads to timeout of deployment and other problems.

if change exec command for restart_haproxy in openstack/
command => "service haproxy reload"
there will no hang during deployment.
