[celiometer][ostf] Celiometer test for create, update, delete alarm is located in wrong set

Steps to reproduce:
1. Install iso 147.
2. Create new cluster with the following configuration:
   - CentOS multinode;
   - nova-network;
   - cinder lvm;
   - celiometer;
3. Add the following nodes:
   - controller;
   - compute;
   - cinder;
4. Go to HealthCheck page.

Expected result:
there are two tests for celiometer - "List celiometer availability" located in Sanity group and "Celiometer create, update, check, delete alarm" located in Platform services functional tests group.

Actual result:
"Celiometer create, update, check, delete alarm" test is located in Functional tests group.
