Deleting of environment is not handled correctly

Bug Description

According to the change https://review.openstack.org/#/c/63438/ we reboot nodes by issuing commands to sysrq-trigger which hardly reset them. In this case connections are not closed correctly. This can affect tests as far as deleting of environment is hanging too long. May be we should use tcpkill utility, which kills TCP connections.

Only system tests are affected? Anything else? If only tests - then let's apply the corresponding tag and lower priority to Medium.

hanging rabbitmq connections can lead to a lot of problems. let's not ignore problems only according to the areas they do affect now, instead let's observe possible problems.
