Bug is not about time of installation. Bug about large difference in time of installation on Ubuntu and CentOS on the identical lab.

Does the test configuration include Swift? (
There were changes to speed-up Swift ringbuilder logic under Ubuntu before 4.0 (Build 214) release.
If possible, please re-check Ubuntu with released 4.0 ISO from fuel.mirantis.com web site.
Or/and please provide diagnostic snapshot - there are all necessary timings and logs.

This is what is happening on HA configuration. Swift ringbuilder bug was fixed long time ago so this has nothing to do with Swift.
