OptionSelector does not always expand

For the ubuntu-clock-app, the component appears to expand sometimes, but subsequent clicks to not cause the component to expand. It seems like the user can still "scroll" through the items in the OptionSelector when it does not expand. The ability to "scroll", however, is not obvious.

The ubuntu-weather-app also uses this component, but it behaves as expected.

That is indeed weird. Here are some notes of mine.

1. It is reproducible on the phone mako 14.04 r78 and on the desktop using the latest ui-toolkit version.

2. Steps to reproduce this in the clock-app

a) Open Alarm tab and press add new alarm
b) In the repeats optionselector, choose Daily.
c) Try changing the repeats option to something else.

You will notice that the optionselector does not expand anymore. It does allow you to scroll to choose a different option but this is not discoverable as pointed out by Victor.

3. This issue was certainly not reproducible on older builds on ui-toolkit considering that I tested this alarms page quite extensively! I am unable to pinpoint the commit rev no where this issue started appearing. But there were lot of bug fixes done to option selector lately which could have caused this issue.
