Supervisord doesn't start after reboot by puppet during installation of cluster

Steps to reproduce:
1. Get ISO#27
2. Deploy evinronment (Centos,Multinode,1Controller,2Computes,2Cephs, nova Vlan, Ceph volumes)

Actual result:
Supervisord status:
"# supervisord dead but subsys locked"
(See the logs in attach)
Web UI is inaccessible (error 502)

Expected result:
Deployed cluster

Are you talking about reboot of master node? Puppet does not reboot any nodes.
