Bug Description

There used to be a /var/log/puppet/agent.log left on the host, but since we changed to just puppet apply, we no longer have a copy of the puppet log on the individual hosts.

This leads to difficulty troubleshooting issues and errors. This is especially an issue in some mult-L3 topologies where it is possible to to for fuel's syslog to loose track of the node.

Patch ensures a local copy will be created for all puppet logs as well to remote logs, if "--logdest syslog" was specified for puppet aplly run.

    Fix unused puppet agent/master logging templates

    - remove obsolete master & agent logs from puppet
    - make a local copy of all puppet logs as well to remote ones

    Fix puppet logs tags in rsyslog template

    - add puppet-error tag
    - use strict '==' (faster) instead of 'contains'
    - del unnecessary rsyslog::imfile 20-puppet*.conf templates
