Y axis is badly affected by spurious results

Stevan, can you review this request? I know we've discussed allowing the IR creator to identify Ymin, YMax values to restrict the views.

Note: using the new mechanism to gray out offending data sets does not
prompt the graph to rescale unfortunately.

bump: It would be really useful if the charts rescaled when data sets are removed from the plot.
