lander_jenkins_sub fails to start

Bug Description
Fresh deployment, ticket created, jenkins itself is up but the worker itself is dead.
I've looked at other similar bugs (all fixed) so I should be hitting a race (mentioned) or a new bug, attaching the log.
$ sudo initctl start lander_jenkins_sub
was enough to unblock the ticket.
Targetting backlog, the workaround above should be enough for phase-0 at this happens at deployment only.
