Fuel cli reset insufficient progress status

Steps to reproduce:
1. Create env"
Centos, 3 Controllers, 2Computes, 2Cephs
2. Reset env via cli

Expected result:
Progress value should be appropriate to implementation of reset command

Actual result:
Field progress has only two values "0" and "100"
