When setting an alarm, can't tap on an hour to set that hour

Bug Description
There are two phases of setting the time to a new alarm, setting the hour and a minute. In both cases, you have to drag the hour/minute hand from its initial position to where you want it to go.
I don't think the dragging feature should be removed, but it would be faster if we also supported clicking in addition to dragging.
For example in hour mode, one could tap "9" to set the alarm's hour to 9, rather than having to click on the hour hand and drag it all the way from 0 to 9.

Marking invalid since in the new clock app (which will replace the old clock app) we have replaced that design with the standard SDK time picker where you can click on a hour to choose it.
