Create vCenter environment:
1Controller, vCenter as hypervisor, nova DHCP, Centos

In that environment controller node and ESXi are in different VLANs. So DHCP requests couldn't reach ESXi node.

On the latest ISO networking works fine. Looks like Maxim Datkovsky right and this is not a bug.
