Bug Description

The xen.deb build by Linaro CI (https://ci.linaro.org/jenkins/job/xen-base/) is not a "real" debian package that can be installed correctly via packaging tools. This causes problems in several situations both in libvirt/openstack testing and performing debian package builds in CI.

I'm still converting xen-image job to use these packages.
