Uplift ghostscript base version to 8.63 for OPVP v1.0

Not sure this is really against the spec, as I don't see anywhere where we
specify a minimum ghostscript version or opvp version, but capturing a printing
group request for tracking:

Depending on where we land with the distribution targets, my current RHEL54 has
gostscript-8.15.4.
