spec cleanup: appendices needed

At the moment only the LSB Core book has an appendix. This is generated in
lsbspec/LSB/{arch}/appendix using the script mklibapnd (make library appendix),
and produces an additional listing of interfaces. This was considered useful
because in some libaries, such as libc, interfaces are categorized by libgroup,
so you never see them all in one table. The appendix contains a single table
for each library.

Problems:
LSB Core book gets only the appendix from LSB (that is, LSB_Base submodule),
but the Core book also contains the security libraries. So the appendix
appears incomplete.

No other book has one of these library appendices (Desktop, Languages, Imaging
all contain libraries, some of which have the same splitting into libgroups,
others of which have only a single libgroup). Do all libraries deserve an
appendix entry? None of them? Only the ones which have libraries split into
multiple libgroups?
