These appear to be needed in order to continue testing on 4.1.x and 5.0.x. Increased to high to justify backports

 Andrew, our jenkins tests for 4.1.x and 5.0.x are fine. This ticket is about movement from run_tests.sh to tox. I think it is not High priority.

We no longer support MOS6.0, MOS6.1
We deliver only Critical/Security fixes to MOS7.0, MOS8.0.
