Issue with filters applied to rotated objects: a new affect icon needed

Bug Description
OS: Apple OS X 10.9.3
Inskscape version: v0.48.2
PROBLEM: Filter effects are always rotated with the target object. This means that the effects orientation is not consistent between objects if some of them are rotated in different ways. There is no "Affect.." icon that allows to enable/disable the filter rotation with the object. Also in the filter dialogs the filter orientation vector is wrong because is not transformed according to the object rotation.
SOLUTION: A new "Affect" icon should be added to Inkscape, called "Affect Filter Orientation". This new Affect option should allow the user to enable or disable the rotation of the filters reference frame with the object. Also Inkscape should transform the coordinates in the filter dialog to be consistent with the rotated reference frame.
EXPECTED RESULT: A filter effect should not rotate with the object unless specified selecting a new "Affect" icon.
