upgrade to 1.6 causes boot images to disappear

Bug Description

When upgrading for 1.5 to 1.6, the boot images on the cluster will be reported as zero.

This is because of the new level in the boot-resources directory. Previously it was arch/subarch/release/label, now with multiple os support it has became os/arch/subarch/release/label.
