Bug Description

See also bug #1254918 which addresses the batch update bar in the PO UI.

In addition to that, there are fund selectors in the copy grid, PO/Invoice charge creator, and distribution formula editor that would all benefit from permission org unit filtering.

Note that the behavior of the interfaces should not be affected, so I've opted not to include any release notes. These are purely speed improvements.
