Bug Description
Why are the time/date settings split between system settings and the clock-app.
For me it makes more sense to merge them in the system settings so that the 24h clock switch also effects the permanent clock in the top right corner.

Thanks for reporting this bug. Let me explain the bug status a bit :-). So we have the old clock app (purple background) which is present in the daily phone images. This is being replaced with a new clock app we call "Clock Reboot" where this bug has been already fixed. The new clock app fixes many locale issues with respect to the date and time format shown.
Considering that we will be replacing the old clock app is less than a week's time, I don't consider it worth the effort to backport the fix. Hopefully the next promoted image in the devel channel will have the new clock app.
Just to be more clear, we have removed the 12/24 hour settings option. You will have to however report a bug against the system-settings app to provide such a setting.
