Bug Description
When using nova with ceph-backed cinder volumes, we only need to set the virsh secret.
nova::compute::rbd currently always adds libvirt configuration parameters to nova.conf which breaks nova if it is not meant to be using libvirt volumes.
By adding a switch to add (or not) libvirt configurations to nova.conf we can support both libvirt and cinder use cases.
