Description for the release notes: VM instances using ephemeral drives with Ceph RBD as backend cannot be evacuated using nova evacuate command due to an error in the instance rebuild logic. To move such instances to another compute node, use live migration. In order to be able to rebuild VM instances from a failed compute node, use Cinder volume backed instances.

Based on comments on the linked review, we have verified that the commit linked in comment #1 fixes this problem, but this bug hasn't been updated. We should take that fix and close this bug; we can't wait until its merged upstream, can take months.

I've verified on mos 6.0 (build 56) - it works!
Env: Ubuntu, HA, 3 controller , 2 compute with Ceph RBD
