language cannot be selected under Region and Language in Settings

Bug Description

Ubuntu-Gnome testing i.e. 14.10 + latest updates installed.
I have installed all language-pack-ru packages, but cannot see them under Settings > Region and Language and so then cannot select and use Russian language. (see screenshot attached)

So, out of the box there is no possibility to change/add language

Ubuntu Gnome 15.04 (beta) has same problem.

I initially installed by setting language in GRUB boot prompt:

Language: English.
Keymap: Danish.

After install the "Settings > Region and Language" did not allow me to select danish format or language.
I tried re-installing with GRUB boot options:

Language: Danish.
Keymap: Danish.

Then when I go into "Settings > Region and Language", I see correly Danish under Language and Formats.
If I change these to English, then I cannot select Danish again - its simply gone!

Some further findings: The recent language settings tool "Settings -> Region and Language" is quite new.

==== WORKAROUND ====

The old version was called "Settings -> Language Support" and can be installed via the package "language-selector-gnome":

BASH> apt-get install language-selector-gnome

This tool will allow proper install of languages.

==== FINDINGS ====

Once languages are setup correctly in the old "Settings -> Language Support", then the language also appear selected in the new tool "Settings -> Region and Language". But if the "Language" or "Formats" are clicked to be changed, then the list only shows the list of English languages.

It seams that the new "Region & Language" knows the label for the active local language - for example:
Language is displayed as "Danish (Denmark)". Formats as "Denmark (Danish)"
But if any if these are clicked to be changed, then the popup windows is simply not updated with all available languages.

==== TODO ====

Package name for old "Settings -> Language Support" is called "language-selector-gnome".
What is package name of new "Settings -> Language Support" ??
(if it is not a direct part of gnome-control-center - we should change package name...)

Ubuntu 15.04 Official Release: "Region & Language" is broken.
It is still not possible to change language and regional settings in on a "clean install".

Just installed "Fedora 21" - installation is a bit ruggish. But language support is 100% working :o)

I have danish keymapping on console and can switch between Danish / English in the "Region & Language" settings menu without problems.

I believe that Ubuntu Gnome 15.04 installation have not been properly configured to support foreign languages (with exception of the few major languages).

Ubuntu Gnome in need of proper language support in both Console and GUI - may choose to switch to Fedora 21 for now - until Ubuntu Gnome project fixes language problems.

There was some work done in 15.10 which allows installation of language packs in Region & Language under Settings. Vivid will be reaching EOL at the end of this month as well. Could you confirm if this is still a problem for you under 15.10?
