[DIB] New images with Ubuntu 14.04 for Vanilla plugin don't work

Bug Description
I have checked all new Vanilla images for Juno release. Most of them work fine, but images with Ubuntu 14.04 do not work. There are some errors while booting instances. My environment is Devstack (nova-network, heat). In order to reproduce the issue download an image according to the link from documentation and launch an instance.

Why is it 'next' milestone? We must have Ubuntu for Juno. Does it have workaround? If yes, it should be mentioned here.
