Bug Description

In order to ease workflows that involve transferring money between funds that belong to children of a system-level OU, it would be convenient if the context OU selector on the funds page were sticky - i.e., each time the page was opened, it would remember the previous value of the selector. That way, an acquisitions manager would not have to continuing switch it from their work station OU to the system OU.
